Course Description:
This FEMA course is an elective course for the Advanced Professional Series (APS) program. The course is designed to strengthen the abilities of local emergency management personnel and volunteer agency representatives to successfully prepare for and handle volunteer and donations management issues that may arise. The content and activities of this course may also serve as a template, thereby enhancing uniformity in addressing areas of donated unsolicited goods, unaffiliated volunteers, and undesignated cash. Information will be provided regarding the State’s volunteer and donations management responsibilities, which are designed to help build relationships between government and Non-Governmental Organizations. Course participants will be provided with the knowledge and skills necessary to develop and execute an effective volunteer and donations management program, as well as develop a volunteer and donations management support annex.

Target Audience:
Local and Tribal emergency management personnel, government officials and representatives of voluntary organizations (i.e., those affiliated with the State VOAD), who have responsibility for planning, coordinating, implementing, and/or operating the donations and volunteer management function at the local level.
