Please Note: This is not a TLO Course. This course is intended for agencies with limited personnel who would benefit from increased engagement and information sharing with the ACTIC. FLO provides an overview of ACTIC resources, suspicious activity reporting, and statewide intelligence sharing. Accordingly, agencies with adequate staffing and existing participation in ACTIC programs will not be eligible for this offering.

Target Audience:
Sworn Law Enforcement, Sworn Firefighter, Active/Reserve Military Personnel, Civilian Military
Personnel with Security Clearance, Civilian Criminal Analyst working for a law enforcement agency.

Course Objectives:
• Equip participants with essential skills and knowledge to detect, report, and respond to threats and suspicious
activity.
• Foster connectivity between every agency in the state and the Fusion Center for enhanced information sharing and
coordination.
• Provide a high-level overview of critical topics tailored to the needs of the state.

Condensed Format:
• Delivered in a streamlined timeframe to accommodate agencies with limited personnel availability.

Comprehensive Content:
• Covers key FLO mission areas, SAR Reporting, intelligence sharing, Fusion Center resources, and red flag indicators for a multitude of threats.

Focus Areas:
• Threat detection and recognition of suspicious activity.
• Effective reporting mechanisms to ensure timely and accurate communication.
• Coordination with the Fusion Center to strengthen statewide awareness.
• Overview of relevant tools, resources, and best practices for inter-agency collaboration.

At the completion of the course:
• ACTIC Intelligence Distribution
• Access to Homeland Security Information Network (HSIN) TLO Situation Room and Evertel

FEMA IS-700: An Introduction to the National Incident Management System  (Any version)
A current Terminal Operator Certificate (TOC) "B" level is required for all local, county and state law enforcement officers.

FEMA Online NIMS Training (https://training.fema.gov/is)
• The online 28 CFR Part 23 training (required). Please follow the link to the BJA website to take the online test: Preauthorization Registration - 28 CFR Part 23 Online Training: https://28cfr.ncirc.gov/Registration. Your pre-authorization code is 3MY2S.
• Terminal Operator Certificate (TOC); level is required for all local, county, and state law enforcement applicants—a copy must be submitted. Waivers can be requested ONLY if your agency does not have an ORI number (i.e., non-law enforcement).

NOTE** Those who are successfully enrolled will receive a separate email with further instructions on registration for the Community Awareness Program (CAP) Train-the-Trainer class, where an online test will be required. This will take place closer to the course start date.

*Enrollment Policy: Students must have the status of “Enrolled” to attend any class or event. Students who are “Waitlisted” or “Pending Approval” will not be allowed to attend the class. If a student needs to cancel enrollment, please do so as early as possible to allow someone on the waitlist to be enrolled.

*IMPORTANT: It is highly recommended that each student complete ALL prerequisites and registration for the course as soon as possible. Applications sent after the deadline will not be accepted---NO EXCEPTIONS. Once prerequisites are uploaded, students MUST click “Submit” for their application to be processed.

*Attendance Policy: Students must attend the entire class to receive credit.

*Please Note: The attire for the class is business casual; however, for the first day of class, we are requesting those who would normally wear a uniform to please wear their department uniform for a class photo.
