Course Description:
The Statewide Threat Assessment & Mitigation Program (S.T.A.M.P.) announces open enrollment for a comprehensive three-day training course designed for public safety professionals, healthcare providers, behavioral health clinicians, threat assessment practitioners, and partner agencies involved in the prevention of targeted violence across Arizona.
S.T.A.M.P. is a statewide initiative supporting the identification, investigation, assessment, management, and, when necessary, prosecution of individuals or circumstances associated with potential acts of targeted violence. This training enhances collaborative capabilities between law enforcement, fire service, emergency medical care, mental health providers, physicians, social workers, nursing professionals, and other allied stakeholders responsible for pre-incident intervention.

Course Objectives - Participants will develop the knowledge and operational proficiency to:
• Recognize and evaluate behavioral indicators of targeted violence (“left of bang”).
• Conduct lawful, ethical, and clinically informed threat investigations from initial report through case disposition.
• Integrate investigative, clinical, and protective-intelligence findings into a coordinated threat-management plan.
• Navigate statewide systems that support information sharing, case tracking, and multidisciplinary collaboration.
• Apply relevant Arizona statutes and behavioral-health processes to support diversion, stabilization, or prosecution.

Training Topics & Systems Covered - Students will receive instruction and hands-on experience in:
• Threat Investigation Training (U.S. DHS National Threat Evaluation & Reporting (NTER) with FBI investigative techniques
• AZ-STAMP MOSAIC Threat Assessment Program (Created and owned by Gavin de Becker & Associates)
• AZ-STAMP Threat Case Management System (RISSIntel platform and access to the statewide Threat Assessment Special Interest Group)
• ACTIC TIPS & LEADS System (P3 reporting and intelligence routing)
• U.S. Marshals Service (USMS) Protective Intelligence
• Arizona Revised Statutes (ARS) Title 13 Targeted Violence
• Behavioral-Health Legal Process Including the Involuntary Mental Health Evaluation Petition (A.R.S. § 36-520)

Target Audience:
• Law enforcement (local, county, state, federal, & tribal agencies)
• Fire service and EMS
• Physicians, physician assistants, nurses, and clinical support staff
• Psychologists, psychiatrists, counselors, social workers, and crisis clinicians
• School safety professionals and corporate security personnel
• Professional responsible for threat assessment, case management, or public safety decision making

Mandatory Prerequisites (will be required to upload as part of the registration process):
   • The online 28 CFR Part 23 training (required). Please follow the link to the BJA website to take the online test (copy and paste the following link): https://www.ncirc.gov/28cfr/Default.aspx. You will need a pre-authorization code which is 3MY2S.
• A current Terminal Operator Certificate (TOC) "B" level is required for all local, county and state law enforcement officers. A copy must be uploaded when registering. Waivers can be requested ONLY if your agency does not have an ORI number (i.e., non-law enforcement).
• Members of law enforcement must have or apply for a RMIN account at Regional Information Sharing Systems – A Proven Resource for Law Enforcement (copy and paste the following link): https://www.riss.net/
