Course Description:
G318 counts as a "required" course for the FEMA's Advanced Professional Series (APS) program. At the local level, mitigation plans demonstrate intent to reduce or eliminate natural hazard risks. They also guide decision makers’ efforts to reduce the effects of natural hazards as resources are committed. This course is designed to guide local communities through the steps needed to produce, maintain, implement, and update a local hazard mitigation plan. Participants will receive an overview of the requirements for local hazard mitigation plans that are found in the Local Mitigation Planning Policy Guide (2025) - FEMA’s official policy on, and interpretation of, local hazard mitigation planning requirements set in 44 Code of Federal Regulations (CFR) Part 201.  

Course Objectives - After attending this course, participants will be able to:
• Know the difference between mitigation and preparedness.
• Describe the roles and responsibilities of the entities involved in hazard mitigation planning.
• Describe the process of gathering information and documentation essential for a successful mitigation plan.
• Differentiate between risk assessment terms.
• List steps involved in identifying and profiling hazards.
• Recall the steps and various ways to assess risk, vulnerability and impacts.
• Describe tools and resources to help with the risk assessment process.
• Know how to identify and prioritize mitigation actions.
• Identify the three components of plan maintenance.
• Identify essential steps and items to consider when updating the hazard mitigation plan.
• Identify some common challenges and solutions to the implementation process.
• Discuss best practices that will help move mitigation actions forward.
• Identify FEMA and other mitigation funding sources and assistance.
• List the steps in the Hazard Mitigation Assistance (HMA) application process.

Target Audience:
Local community officials, emergency managers, planners, planning consultants, and others involved in hazard mitigation planning.

*Enrollment Policy: Students must have the status of “Enrolled” to attend any class or event. Students who are “Waitlisted” or “Pending Approval” will not be allowed to attend the class. If a student needs to cancel enrollment, please do so as early as possible to allow someone on the waitlist to be enrolled.

*Attendance Policy: Students must attend at least 90% of the class to be able to receive credit. Should a student need to miss any portion of the class, they must contact the DEMA Training Branch beforehand for further information.
